The Dutch wanted timber from Java to build ships. They banned the Practice of shifting cultivation.The Dutch enacted forest laws in Java, restricting villagers’ access to forests. People who did not obey the rules were punished. The tribal people stood against it and started a movement to end this rule. They refused to pay taxes and protested against it.

Java is a famous rice producing island in Indonesia where colonial power is Dutch. In 1770, the Kalangs resisted by attacking a Dutch fort at Joana. For grazing cattle, traveling on forest roads, and transporting woods without a permit the villagers were punished.  


1890, Surontiko Samin of another village questioned the ownership of the village, he said that the state had not created the wind, water, and earth so no one can own it.
