1. After 1815 , the wave of liberalism and nationalism had swayed many parts of Europe.
2. Secret society was formed like YOUNG EUROPE in Bern and YOUNG ITALY in Marseilles.
3. They all wanted a nation state instead of modern state.
4. Conservatives group sought to curb any movement against monarchy . They imposed censorship on newspaper and did not tolerate any things against monarchical form of govt.
