The Indian constitution does not specify the official languages to be used by the states for the conduct of their official functions and leaves each state free to, through its legislature, adopt Hindi or any language used in its territory as its official language or languages.

:Our Constitution did not give the status of national language to any one language. Hindi was identified as the official language. But Hindi is the mother tongue of only about 40 per cent of Indians. ... Much of the government work takes place in the official language of the concerned State.
