The International Court of Justice (ICJ) was set up to by the United Nations (UN) to settle international disputes that may lead to a breakdown in peace. It's role extends to all cases in which parties refer to it. The ICJ does not decide disputes on its own. It also has a role in giving binding judgements. It is one of the most vital functions of ICJ to solve disputes placed in front of it. The judgements of ICJ are binding to all contesting parties and hence it does not create any example for any subsequent cases. Enforcement Judgements is also one of it's other roles. To provide effective conflicts resolution, ICJ has the power to enforce the judgements that it makes.
