The empire was divided into provinces or 'bhuktis'.Princes were often appointed as the governors of provinces.They were supported by many officers.The provinces were further divided into districts or' vishayas'.The 'ayuktas' administered the districts.There were also a district council in each district which helped in administering the district.The village was the lowest administrative unit.It was looked after by the elders of the village.
