Gulliver explains to his master about the Chief Minister by describing him as  a creature in whom, the emotions of love, anger, hatred, joy, grief, did not exist. All that the man possessed was a desire for titles, power and wealth.  Gulliver describes him as person who never tells the truth, and always speaks behind the backs of people. He says that if ever the Chief Minister were to praise you, that would be the day when that person's misery would begin. The worst however, Gulliver says is to receive a promise, backed by an oath and then retiring from it, leaving behind only false hopes.
