The group of forty ministers during the Delhi Sultanate who were in charge of administration during the Delhi sultanate was known as Chalisa. It was appointed by Qutb Uddin Aibak.

Sultan was the head of the state and all powers vested in him, Government, Military, Economic and Judiciary all derived their power from the sultan. Sultan reserved the authority to appoint the members of Chalisa. In absence of any successor, the Chalisa decided who the next ruler would be by siding with either of the claimants of the throne. They were vital for the administration of the Sultanate
