Explanation:

Wanda is rather a naive and shy girl. She was bullied by Peggy and the other girls and thus always remained silent. But she was extremely creative. She was also insecure about herself, this can be perceived as in the context, wanda always made up stories about her owning a 100 dresses and 60 shoes etc.

Maddie was a compassionate little girl who was sacred of losing her friend Peggy. She herself was poor and used to wear Peggy's old clothes and thus didn't stand up for Wanda, but later it is revealed that she used to feel really bad about not standing up for her and thus she used to put herself to sleep by making speeches about her. This shows that she was really caring and altruistic.

Peggy was rather mean to Wanda though the author describes that she was very caring to other animals and people. Peggy always bullied Wanda and she never accepted her fault, showing that she was unrepentant. Peggy tried to state that she didn't know that Wanda would understand that she making fun of her. But after all, she also went along with Maddie to search for Peggy and wrote a letter to Peggy which shows us that she also did feel guilty and sorry.
