As london grew.. crime flourished . there were 20,000 criminals living in london in 1870s. Crime became an object of widespread concern . Many of the criminals listed in the henry mayhew's book were the poor who lived by stealing and some were tricksters,pickpockets and petty thieves .
Root Cause : As industrilisation grew , factories needed laborious ,hard working and oderly workers. and it was far easy to make money by stealing rather than working for long hours in factory .
The police became concerned of law and order . The philanthropist of public morality and thus authorities imposed high penalities on crime and offered jobs to people who were considered 'the deserving poor'

1. many listed as criminals were poor people who lived by stealing lead from roofs,food from shops,lumps of coal,and clothes drying on hedges. This shows that that they were living in desolate condition.
