Most industry was the private property of industrialists. Government supervised large factories to ensure minimum wages and limited Working hard.But factory inspector couldn't prevent rules being broken. In craft unit and small workshop the working hours,compared with 10 or 12 hours in factories.As industrial society was 'capitalist' l. capitalists owned the capital invested in factories and the profit of capitalists was produced by workers. The condition of workers could not improve as long as this profit was accumulated by private property.
