- Reliable water (consistent rainfall/snow upstream).
- Sufficient altitude change in a reasonable distance.
- More height, more power per ballon.
- Stable, impermeable geology. You don’t want a failing dam.
- Absence of environmental impediments — trees to hug, species to drive to extinction, cities to inundate.
- Reasonable transmission distances.
- Financing availability.
- A projected long-term price for power sales that covers the financing.

I suggest that predictable water supply, topography that has elevated land suitable for creating a large water storage volume, in reasonable proximity to a significantly lower elevation for discharge. It all should be located where it has minimal and socially acceptable loss or competition for its land use.
