The three major steps taken by the government towards decentralization in the year 1992 in India were :

i) The constitution had made it mandatory to hold regular elections for choosing members to local governments bodies.

ii) At least one-third seats of all positions were reserved for women. Also seats were reserved in the elected bodies and executive heads for the people belonging to Scheduled Castes, Scheduled Tribes and other Backward Classes.

iii) An independent institution named the State Election Commission had been created in each state for holding elections in government bodies. Moreover, it was made obligatory for the state governments to share some powers and revenue with local government bodies.
