Answer: he wanted to shift his capital from delhi to devagiri, on a paper it was a sensible idea since devagiri was in the centre of the empire! but it failed because of two reasons : 1st, he ordered the entire population of delhi to shift to devagiri which caused a great harship for the people. 2nd, it left the north western frontires of the empire exposed to attacks from the Mongols. realising his mistake, he again ordered the entire population to return back to delhi which again was a disturbance!
