The five main articles of seed control order are as follows :  

(a) RIGHT TO GIVE LICENSE:  

According to this order, the state Government can appoint any officer as license officer and also decides his jurisdiction area. This right is with the Department of  Agriculture in Punjab.

(b) SEED INSPECTOR:

Government appoints the  Agriculture Development Officer as seed inspector under this Act.

The rights of seed inspector for controlling the quality of seeds are :

•He can check the shops for quality check .

• He can also take samples of seed for quality check.

•He can sent these samples for testing in a seed testing laboratory.

•He can also stop the sale of poor quality of seeds .

•He can also write to the concerned officer for cancellation of the license of the shop owner for violating the act.

c) RIGHTS OF FARMERS :  

Rights of the farmers are secured, under this Act. The buyer of the seeds can also file written complaint against the dealer to seed inspector.

The evidence required to file a complaint against dealer who sold low quality seeds are :

1.Receipt/bill provided by  the dealer .

2. Label tagged on the seed bag.  

3. Empty seed packet/bag/container.

4. Sample which was  taken from purchased seed .

If the seed inspector finds from the evidence  that the low quality of seeds are sold  he takes legal action against the seed dealer.

(d) LAW REGARDING SALE OF SEEDS:    

Sale of only notified seeds is allowed under article 7 of the seed act.

These seeds should be :  

• In sealed packets, containers or bags.

•Seeds should have a quality label of certified seeds.

(e) CERTIFICATION/ATTESTATION OF SEEDS:  

Producers of seeds have full authority for certification of seeds. It is their wish whether they want to get certification for the seeds produced by them or not.
