During the late 18th Century, the French society and institutions were know as the Old Regime. The society was divided into three estates, 1. The Clergy (Church), 2. The Clergy and The Nobles had special privileges since birth and did not have to pay taxes and The Third Estate were the tax payers.

Under Loius 16, France helped the thirteen American colonies to gain freedom from their common enemy Britain. The war added more than a billion livres to a debt that had already risen to more than 2 billion livres. Lenders who gave the money imposed big interests on the loans. So the French government was forceful to increase the taxes. There were three estates in the French colonies. The third estate comprised of 90% of peoples, who paid the tax.
