Liberals tolerated all the religions. They were opposed to the uncontrolled dynastic powers of the kings/aristocrats . They wanted a (type of democratic) government where the rights of individuals couldn't be infringed by the govt and that the government had representatives , elected parliamentary system , judiciary etc

However , they were not Democrats

They felt that only properties MEN should have the right to vote and not WOMEN
