Political institutions are important and necessary in a democracy due to the following reasons:

1.These institutions make important laws and take up various policies and programmes for the development of the nation.The Prime Minister and the Cabinet are institutions that take all important policy decisions.

2. These institutions implement the policies and programmes.The bureaucrats are a part of the political institutions which try to implement the orders and decisions of the ministers.

3.These institutions also try to settle disputes.Supreme Court is an institution which solve  disputes between citizens and the government.It also protects the rights of the citizens.

Political institutions are arrangements by the government to perform particular functions. These functions are assigned to these institutions for the betterment of the people and the democracy. This is because of the following:

The government is responsible for ensuring security to the citizens and providing facilities for education and health to all.  

It collects taxes and spends the money thus raised on administration, defence and development programmes.

It formulates and implements several welfare schemes for the people.

Thus, political institutions are necessary/important.
