The salient features of 73rd Amendment Act, 1992 were as follows.
1) Foundation of a three-tier structure (Village Panchayat, Panchayat Samiti and Zilai Parishad)
2) Three tier structure of Panchayati Raj for all the states which are having population over 20 lakh.
3) Regular elections should be held in every five years.
4. Formation of Gram Sabhas at the village level
5) Reservation for Scheduled Castes and Schedules Tribes.
6) Reservation for women should not be less than 1/3rd (33 1/3 perccent) of the total seats.
7) Constitution of State Finance Commission to make recommendations regarding the financial powers of the Panchayats.
8) Constitution of District Planning Committees to prepare draft development plan for the district as a whole.
