In Victorian Britain , There was abundance of labour and there was no problem of high wage costs.
Since most of the industries were seasonal , therefore the workers did not have work for large part of the year.
Also , there were more seekers of job than the available jobs.The getting of job largely depended upon kin relations .
The workers had to wait for weeks in order to get jobs.
