Regional effects of global warming are long term and significant. The world average temperature is rising due to the green house effect. The major way in which global warming will make changes are melting of ice changing currents in oceans and air flows in the atmosphere.

Consumption as a factor of economic activity has a negative impact on resources in the long term because of point 2. Technological advancement and labour supply increase in firms, however, can prolong the negative symptoms of such negative impact. I see very little relevance in the local vs regional impact discussion. Countries do get less autonomous when consumption exceeds resources, but then net imports can buffer the consequences of this.
