The permanent settlement was introduced by Charles Cornwallis. It started working in Bengal, Bihar, Odisha and some of madras presidency. In this settlement the land was auctioned off to the highest bidder. The one who won the auction was regarded as the owner of the land. They were expected to pay a fixed as long as the tax and the date of payment was also fixed. The permanent settlement created a group of loyalist called the zamindars in Bengal and Bihar. The British thought that the zamindars would invest in new technologies to increase produce of fertility of land. Greater produce would translate into greater profits for the zamindars, as the revenue they had to pay the company was fixed under the new policy. However, zamindars made no effort to improve it. They had the right to remove tenants from the land or sees the land belonging to a cultivator or nonpayment of dues. All these factors left the cultivators in PT able conditions. In CTM always factors of the cultivators they had the right to remove tenants from the land or seize the land which belonged to a cultivator or nonpayment of dues. All these factors left the cultivators in pitiable conditions.
