Cabinet mission plan was made by Viceroy Lord Wavell.It came in India on 16th May, 1946. Cabinet mission plan was a way of transferring power to Indian leadership from the British government.
After many protests from Indian leaders and general mass, the British government was about to grant independence to India but there were some conditions.As result cabinet mission plan came in India.

Under the plan, the partition of the country was in three different tiers.Conflicts between Congress and Muslim League made British government realise that India had conflicts not only between two main parties but also between the two main religions Hindus and Muslims.
According to plan, India was to be divided into three unions -
(a) Muslim dominated area in West
(b) Hindu dominated area
(c) Muslim dominated area in East
All three tries was to be under control of a single government of independent India just by name because the main ruling government had less privileges.
Instead the governments of all three union territories were more powerful. They had the biggest privilege of being separated from the main government of India and forming a separated nation in future. Three unions were allowed to have their own constitution too.
Cabinet mission plan failed because Congress didn't accept the proposal.
