Answer:

Folklore has it that Jamsetji and Swami Vivekananda travelled together on ship to USA and on that journey he was advised by Swamiji to explore this portion of the nation for setting up the plant. Surveys were done and minerals were estimated to be there in abundance. Subaranrekah river existed to fulfil the water requirements. So the visionary leadership took the decision to set up the plant here - in a place called Kalimati - which lay on the railway route from Bombay to Kolkata. In short we can say this place met all the future requirements of water, land, minerals and transportation which were essential for the plant and visualised by the great visionary. The real form of city and plant took much later after his death - but he had detailed how the colony would be and what amenities would be provisioned for - wide roads and places of worship for all religions, etc. Rare are such visionary leaders who can dream and convert visions into reality.
