because as the people of SC and ST are lower in number therefore some constituencies are reserved for them so they should not get discriminated that's why they are reserved as some big POLITICAL PARTIES gain profit of it over other parties as they have much money and public support
from these reserved constituencies only people of ScSt can stand in election
