The three pillars included the Civil Services, army and the Police. In the police system, it relieved the zamindars of their police functions while establishing a regular police force to maintain law and order. This change had put India ahead of Britain where a system of police had not yet developed.

Through the police act of 1861, a modern police force came into existence with the Inspector General of Police as it's head at the provincial level. At the local level, the police force comprised the Inspector, the head constable, the sergeant and the constables.
