Robespierre followed the policy of severe control and punishment.
All those whom he saw as enemies(ex-clergy, nobles, members of other political party and members of his own political party who didn't follow his policy) where arrested.
if the court found them guilty they where guillotined i.e., they were beheaded.
So this period between 1793 to 1794 was called as the reign.
