In Belgium, 59% of the population is Dutch speaking and resides in Flemish region, while 40% is French speaking and resides in Wallonia region. Rest 1% speaks German. However, in its capital, Brussels, 80% speak French, while 20% speak Dutch.

Brussels has a separate government with equal representation of French and Dutch speaking population. The French accepted this only because the Dutch accepted equal representation at the centre. There is a separate community government elected by the single language speaking groups, whether French or Dutch or German. This government has rights over decisions regarding cultural, educational and language related issues.
