In passing an ordinary bill, the following procedure is followed:-
Basic requirements:
-In either house of Parliament except bills under Article 3 can be introduced.
-This bill doesn't need pre-recommendation of the President.
-This ordinary bill may be entertained by both houses; where both enjoy equal legislative jurisdiction over the bill.
-The ordinary bills are passed by simple majority.
-If a case presents of there being a deadlock between the two houses, then a joint sitting is convened by the President.
-The president enjoys the right to send the ordinary bill for reconsideration only once.
Processing:
Steps: The draft of the proposed bill has to be sent to the Secretariat of the House.
-Introduction: The presiding officer of the house, after consulting the Business Advisory Committee determines the day and time when the Bill is to be moved in the house.
-On the appointed day and time after receiving the assent of the presiding officer, the mover reads the title of the bill and gives a short speech highlighting the aims and objectives of the Bill.
-If there is no opposition from any one, the Bill is supposed to have been passed in the first reading. However; if opposition is not prepared to even consider the Bill, the presiding officer allows a full debate and then the Bill is put to vote.
-1st reading: If the house approves it, the Bill is supposed to have been passed in the first reading.
-If the bill isn't pushed forward then the second meeting takes place. At the second reading, there is a general discussion and after this there are three alternatives.
a-The house may decide to discuss the Bill in details, clause by clause and also vote each and every clause.
b- The house may decide to circulate the Bill for eliciting the public opinion. Next the Bill is then published on the Government Gazette for the public to see.
After looking at public opinion next the House discusses the Bill in details followed by votes clause by clause. being entertained.
c- The House may decide to refer the Bill to a select committee even President cannot convene joint sitting. The other House may delay an ordinary Bill for up to six months. Selecting of Committee consists of those members of the House who have any special interest in the subject matter.
Committee members:
The appointed Presiding officer constitutes a committee including 20-30 members. The committee makes a report to the House. The House then discusses and votes the Bill after looking at it clause by clause.
- Third reading:
There is a general discussion and no amendments. However, excepting some verbal exchanges are permitted. If the House approves the Bill, the Bill goes to the other House.
-The Other House:
The Bill goes through all the stages just like in the originating House subsequent to its introduction.

(9)Having seccured majority support the bill is deemed to have been passed in the house.
(10)Then the Speaker or Chairman occupying the position may declare that the bill is passed in the house.
(11)Having passed the bill in one house it will be sent for the consideration of the other house. The very same procedure will be followed in the other house as well.
If the other house approves the bill as passed by the first house that is the end of the proceedings in the house. Then the bill become law on getting assent from the President.
If the second house pass the bill with an amendment to the bill passed by the first house, the bill shall be sent back to the first house for approving the amended bill
On reconsideration of the bill in the first house, if the amended bill is passed as such itbecome law on getting assent by the President.
If the first house do not agree with the amendments mooted by the second house, the bill will remain as a bill until it is passed.
Then the option is that it shall be presented in a joint session of both the house for debate and pass. If the joint session pass the bill with or without amendments already passed in either of the houses it is the end of the law making procedure. The bill may become a law on getting the assent of the President.
