in step cutting process, the stem(shoot) of a non flowering plant is cut and is encouraged to grow roots by different methods (such as soaking the stem in water for a few days). Once the roots appear, the shoot is then again buried into soil as a new plant.

For example- mint. You might have seen people buy mint leaves and soak them in water for about a week or so. After a week, roots star growing in the shoot which is then buried in the soil as a whole new plant
