In medieval period, some areas were ruled by the king directly while others were ruled by vassals. The vassal chiefs were independent in their internal affairs. They had to pay fixed tribute and supply a fixed number of troops to the overload.

The directly administrated territories in the Pala and Pratihara empires were divided into bhukti ( provinces ) and mandala or visaya ( districts ).

In the Rashtrakuta empire, provinces were known as rashtras. The pattala which was the name of a unit smaller than a visaya in the Pala and Pratihara empires.
