In 1956, an act was passed to recognise sinhala as the only official language.
The govt. followed policies that favoured sinhalese, disregarding the tamils.
A new constitution stipulated that the state must foster Buddhism.
This increased the feeling of alienation among tamils. Thus the act led to a civil war.

This act was passed in Are Lanka only for the benefit of Sinhalese .... This act declared that Sinhalese language will be the official language for all...
But due to this act and many other declarations by this act... there arise a conflict between two communities...
