The provisions of 73rd constitutional amendment of Indian constitution are of two types:
Compulsory:
Gram sabha organization in village.
Panchayat establishment at three levels. ( Village, Intermediate & District)
Direct election for all seats of panchayat.
Indirect election for chairperson seat.
Minimum age to contest this election is 21 yrs.
SCs/ STs seat reservation for seats of members as well as for chairperson.
1/3rd seats reservation for women.
Tenure for panchayat is 5 years.
Establishment of STATE ELECTION COMMISSION for conducting this election.
Constitute STATE FINANCE COMMISSION after every 5 years.
2. Voluntary
Representation of MPs and State legislature at different levels falling within their constituency.
Seat reservation for Backward Classes BCs.
Giving panchayat power and authority to enable them to function as institution of self-government.
Power and representation upon panchayat to prepare plans for economic development and social justice and also to perform 29 functions as mentioned in 11th schedule of the Constitution of INDIA.
Granting financial power to panchayat.
