0-14 is the range of pH scale at the standard temperature which is 20 degree celcius..pH varies with the temp..

for standard temp. neutral is counted at a pH of 7 and any substance having pH less than 7 is an acid and more than 7 is a base..

the lower the value in the scale, that is , if it is 2 or 3 or 1, the compund is highly acidic in nature...while, if the value is above 7, the compund is basic in nature...
