Prime Minister the head of the government. The president is the head of state. Prime Minister along with his Council of Ministers is jointly possible to the present. Even though many think president is only a ceremonial head of the state, the fact is he has important legislative, executive functions. After the elections to the Lok Sabha it is the President who invites the leader of the majority party into form the government. It may be mentioned that it is not laid down in the Constitution that he can invite only the leader of the majority party but in practice the PM has to have the confidence of majority in Parliament. But when no party has majority, the president has lot of discretion to invite any member who is in view will able to for the government.
