the reason for such low population is due to harsh living conditions, some of them are as follows:

1. most of the state is covered by dense forest( 61.55%).

2. most of the region is under high altitude mountainous regions of Himalayas, making transportation hard.

3. Weather is always cold and rainy.

4. Lack of medical facility has ensured that the region has high death rates and also high infant deaths.
