Answer:

After the riegn of Terror, under Robosperrie's - France went into Dark, dictatorial and traditional ages. So, pro-Robosperrie era was planed by French law makers in such a way, that it shouldn't go again into One-man power. A 'Directory' was setup where "five - man executive" whould implement laws by discussions and debate so that the power remains divided.

But, differences in ideologies among each other, led in instablity in executive. Oftenly, the legislature and executive clashed and ended in failure. This political instablity led to raise of Military leader Napolean Bonaparte as Dictator later Monarch of France. This led to creation of Empire of France which terrorized the other powerful monarchies in Europe. This led to begining Napoleanic era and modernisation of Europe.
