In a letter to Viceroy Irwin dated 31 January 1930, Gandhiji submitted eleven requests. Some of those were of general interest; others were specific requests of various classes, from industries to farmers. The goal was to make demands across all levels of Indian society so that all classes could identify with them, and everybody could join in a united campaign. In a way, the letter from Mahatma Gandhi was an ultimatum. Under the letter, Congress will launch a program of civil disobedience, until the requests had been fulfilled.

  • Rich farmers, such as the Gujarat Patidars and Uttar Pradesh Jats, have been actively involved in the movement in the rural areas. As commercial crop producers, trade depression and falling prices hit them very badly. With their cash revenues dwindling, their government tax demand could not be met. And the government's refusal to reduce demand for revenue resulted in widespread resentment.
  • These rich farmers became enthusiastic supporters of the Movement for Civil Disobedience, organized their communities and sometimes forced reluctant members to engage in the boycott programs. The fight for swaraj was a battle against high revenues for them. But when the movement was abolished in 1931, without any revision of the revenue, they were profoundly disappointed. Many of them refused to participate when the movement began again in 1932.
  • The poorer peasantry did not actually only wish to decrease income demand. All of them were small peasants who had leased land from the property owners. The small occupant found it difficult to pay their rent as the downturn progressed and the cash profits declined.They wanted the unpaid rent to the landlord to be remitted. They joined several radical, often Socialist and Communist-led movements
