The role played by the contemporary Prime minister of India are as follows-a. The Government of India had appointed the Second Backward class commission in 1979, headed by B.P. Mandal to determine the criteria of identifying socially and educationally backward classes.b. The Commission so appointed gave its report on 1980 and recommended 27% reservation for socially and educationally backwards classes in Government Jobs.c. During the Lok Sabha elections of 1989, the Janta party in its manifesto promised to implement the report.
