Rome was still a minor kingdom in Latium during the 5th century. Foreign traders from across the Mediterranean, including Greeks, Phoenicians, Etruscans, and other Italic peoples were coming up the Tiber river to trade at the port at the Forum Boarium. Rome was competing with their neighbors for commercial control of central Italy, which involved a lot of small wars and conquests. Internally Romans were still dealing with how best to govern themselves and this involved a lot of class conflicts; mainly between the wealthy nobles and poor commoners
