At the time of independence Indian economy suffered from a low level of economic growth and unemployment was also high at that time they didn't have many industries at that time either and poverty was at the peak at that time.
Other than that there were famine and starvation which led to a high number of deaths at that time. The poverty rate at that time was around 65% which was very concerning for the economy at that time.
