2) Evolving a planning structure [ endowed with appropriate technology and human skills ]

3) Last , and the third phase , matching or comparing the resources developmental plans with overall national development

OR

It is a way of making the use of resources in a proper and sustainable manner or we can say that we can make plans that how we can make the use of resources efficiently.
