1) He allowed the creation of an elected consultative Parliament or Duma.
2) Most of the trade unions and committees were declared illegal.
3) Severe restrictions were imposed on various political activities.

The following are the steps taken by Tsar Nicholas II of Russia to protect his autocracy:

1.  Tsar Nicholas II unwillingly endorsed the October Manifesto, which ensured, among other things to guarantee civil rights and to organize a national assemblage that would have the authority to establish or renounce laws, the Duma.  

2. He favored a radical reactionary institution, the Union of the Russian People, which authorized terrorist means and propagated anti-Semitic announcement.  

3. He initiated some social reforms aiming to improve the living and working conditions in important centers and towns, to get the support of the workers.
