The rural local self-government is known as the Panchayati Raj. It is divided into three sub-categories:
The Gram Panchayat - It is the lowest and first level of the Panchayati Raj System. It is the decision making body for the whole village and is comprised of adult members elected by the people of the village. It's constituted for one village or a group of villages. It has to meet atleast twice or thrice in a year to approve the annual budget. It consists of several ward members called panchs, and a president, or a sarpanch.
The Panchayat Samiti/Block Samiti - It is a body that functions at the intermediate level or the block level. The members of the samiti are elected by all the panchayat members of the area. The head is known as the chair person or the Pradhan. The Panchayat Samitis act like executive bodies. The panchayat samiti collects all the prospective plans prepared at Gram Panchayat level and process them for funding and implementation by evaluating them from the angles of financial constraints, social welfare, and area development. It also identifies and prioritizes the issues that should be addressed at the block level.
The Zilla Parishad - It is the topmost and third tier of the Panchayati Raj. It consists of Presidents of panchayat samitis, Members of Lok Sabha and MLAs of the district. The Zilla Parishad's chairperson is the political head of the zilla parishad.
The Gram Sabha - It is not a part of the panchayati raj, but acts as a watch dog for all the functioning of the panchayat system. It's just a general body consisting of all the voters in the village. It is constituted for one village or a group of villages.
