The main take-off point for a democracy is actually the " Idea of consent"
This means people wan to participate in the democratic process and  desire to get the democracy. This also people have given approval to the democratic process in their mindset.
Democracy is actually about formation of government based on the general public desire . This allows to take there decisions independently and participate in the political processes in this regard .

hope this helps.
