I have evaluated everything from speeches in competitive speech contests, intern's performance & assignments, television programming, cover letters/resumes and more.
In general, I think a good rule of thumb is to think about how you would feel if you got that particular feedback. Would it be helpful? Hurtful? Actually help you learn? There is a good chance if you think it would be unimpressive feedback, so will the person receiving it.
But a few of my favorite guidelines:
1) Be specific. More specific is more helpful. Especially if it involves some kind of score, ranking or grade. Think about how you would want to view criticism. If someone just told you, "that was bad" or "I didn't like the way it looked" it doesn't help much.
A comment such as, "Your quote on 'X' was unconvincing for your point", "I didn't like your gesture on this line of the speech", "This part of your structure seems unstable" or "This color on the site is too bright" is so much more helpful and gives people something to fix.
2) Provide suggestions. It's easy to find things you don't like with a speech; design, paper, site, etc. but that's only half of the story. Providing suggestions shows you've actually considered your critique and its implications and that you're trying to help instead of just being vindictive. Also, it helps give people somewhere to start when making changes and something to learn.
3) Provide constructive criticism. By this I mean, be constructive, not destructive. People get defensive when things are phrased aggressively.
4) Be helpful and explain WHY. In general I think it is a good idea to provide suggestions that you think will actually be helpful, and not just provide critiques for the sake of providing critiques. For example, unless appearance is in question, telling them you didn't like the color might not be the best. Also, just telling people they get a certain grade or score without explaining why you disliked something is incredibly frustrating. Making sure to explain why you didn't like something (if you have the time) can help them better understand what they originally did incorrectly.
