After the revolution, tsar was completely. Frightened about his rule.. He wanted to rule over Russia and not to quit power at any cost. He bought some reforms demanded by the people such that he had his powers..
He introduced duma which had the people who were politically active and not much repressive
Officers and officials were always in a check
He dissolved the first and second duma which raged the people further
