1. Access can be used to create a spreadsheet application.  A table of data, a database. One can manage the database.  So it is a dbms.  One can use that to maintain a telephone directory in a simple way too.

2. Access can be used to develop web applications too.  The browsers can be used as front end to access the web database built on access.

3. Access can be used as a front end for enterprise wide client server applications.  Access can be used to display data retrieved from queries (created by SQL server or Oracle for example) in the form of forms, reports or spreadsheets.

4. Access can be used to develop a corporation wide and a department related database applications.
