There is a shade of ambiguity in your question, however, I would answer it from my perspective and from what I understood from your question.
The role of money is imperative in the improvement of any region. Be it urban or rural. To improve the circumstance of a particular region, you have to improve the infrastructure of the region, you have to provide good educational and healthcare facilities to it, and for all these - in my opinion - money plays a crucial role.

These naive, unassuming farmers have total faith in their exaggerated claims and feel comforted and satisfied by them. They are blind to their own corruption and selfishness.
