Paul bernard was a policy maker and an influential writer. He suggested that the economy of the colonies should be developed so that the standard of living of the people in colonies increase. Thus they will buy more goods and the market with expand. The expansion of the market will lead to better profits for the french economy.

Bernard also stated that there were three barriers in the development of the economy of Vietnam. They were ::-

1.) Low agricultural production

2.) Extensive indebtedness among peasants

3.) High population level.
