The real executive powers in India rests with the Council of Ministers headed by Prime Minister. The three categories of Council of Ministers are :
1. The Cabinet Ministers : The cabinet is the real head of the government. The important portfolios are given to the cabinet ministers and the policies and programme of the government are determined by them.
2. Ministers of State : Minister of State is the junior minister. He may or may not be independent. If he is not given independent charge of ministry, he is supposed to report Cabinet Minister and works under him.
3. Deputy Ministers : They are like Ministers of State and assist cabinet minister but has less responsibility as compared to MoS.
